There are two ways to level up your Heroes.
The first is by Hero Rank, using Hero fragments. Each hero can be upgraded to the max level of General, with each rank having 5 sub-levels in between.
The second, you can level up a heroes level using Combat Manuals which can be found from multiple different areas. Each hero can be leveled from 1-80 with experience obtained by combat manuals shown below.
